Hi Isaac,
You could always go to your local school district and/ or head office to seek permission and gain access to teacher's email addresses.  Perhaps going directly to the middle and/or high schools to seek permission from the principals is best.  Unfortunately, access to email databases have become an issue.  Hopes this helps!
Kennyalso, check with your thesis committee, that's always a good choice.......

Dear Teachers,

 

You are being invited to participate
in a study about a rating scale that teachers can use to rate the behaviors of
their students. This study is my master¡¯s thesis project and open to teachers
across the nation. We are asking for your help with this study.  If you agree to participate, we will ask you
to read a brief vignette about a hypothetical child and then complete the
rating scale based on your impressions of the hypothetical child. Lastly, we
will ask that you complete a short questionnaire. In total, your part of the
study should take approximately 15-20 minutes.
